Every woman knows the power of the red dress, you command the attention of every man in the room.
There are also of course the red shoes, as per the Wizard of Oz. In the book the shoes are silver, I believe, but they were made red for the film to show off the vibrancy of technicolour.
Red is an ancient sign of fertility as in the ochre rituals of hunter/gatherers.
Red lips and nails signify oestrus in human women.

Just this morning, what did I see on top of Gawker? A photo of currently "overexposed" celebrity Anne Hathaway at an inaugural ball in a deep scarlet dress.
